Identity Abuse: Evaluate Reuse, Mismatches and Context

Look at how the identity fits the activity.

What to understand

Identity abuse can involve stolen details, fabricated profiles or real information recombined across applications. A name, email or phone number can look plausible in isolation while the broader submission requires further review. The purpose of screening is to understand the evidence behind a decision, not to label every unfamiliar identity as fraudulent.

Separate different identity questions

Record what was verified, what was inferred and what remains unknown. A reachable phone number does not establish ownership of all the submitted details. Shared addresses, name changes and incomplete source data can create apparent inconsistencies that need a legitimate explanation to be considered.

Signals to review together

Stolen details and fabricated identities can appear credible when each field is checked separately.

  • Contact Consistency: Do email and phone details align?
  • Access Context: Does the device fit the journey?
  • Cross-Account Links: Where else do details recur?
  • Evidence Quality: What has actually been verified?

Use relationships carefully

Repeated details across applications can help reviewers connect activity, but a link is not a finding of identity theft. Compare timing, device environment, field consistency and downstream actions. IFD can help teams evaluate relevant signals and providers. Its separate cross-application dataset is in development and should be discussed as a potential future pilot.

Keep legitimate activity in view

A mismatch is a question to investigate, not a verdict.
